The city council met Wednesday to discuss a variety of concerns, including a design for the Vietnam Memorial Park and options for a street lighting project on Coal Creek.

The Vietnam Memorial Park Committee presented a plan for the Vietnam Memorial Park to the council. Designs include seven panels of black granite engraved with a map of Vietnam, insignia of the military branches, and the names of those from Iron County who died in Vietnam.

The committee hired James Muir, a sculptor from Arizona, to create a five-foot tall statue to be set in the center of the park. The park is scheduled to be completed on July 4.

Another item was a request to waive impact fees for an affordable housing project. Heidi Miller of the Cedar City Housing Authority said the house in question was built on a lot owned by Cedar City Housing Authority through donated labor from SUU.

Miller asked the council to waive the fees because a low-income family bought the home. Council members were wary of waiving the fee but proposed finding other sources of funding for the project, because the law states that in order for a fee to be waived, other sources of income must be identified.

Council members also expressed interest in becoming involved in similar projects in the future.

With the solution of water rights issues relating to the surrendering of water rights to the city upon annexation, the council also heard a request for the annexation of two properties put forth by property owners in the area. The first property, located near 3000 N. 2100 West, must be annexed before the second property near 3000 North and Bulldog Road can be annexed.

The two properties together cover approximately 70 acres of land to be annexed by Cedar City. A few homeowners in the first property did not sign the petition to enter the city, while all homeowners in the second area signed.

City engineer Kit Wareham presented lighting options for the Coal Creek lighting project. Options included different combinations of decorative and industrial lights to be used in different areas along the target area.

Other items on the agenda included a request to grant a beer license to Cravey's Freeway Groceries, a consideration to vacate the western portion of Industrial road from 700 W. to 800 W. because of partial road repairs, a request to vacate and approve an amended plat for the Cedar Surgical Center Planned Unit Development, and a request to approve a Development Agreement and Master Plan for Stone Glen, located near 3900 W. 1000 North.
